A financial university under the Russian government conducted a study to identify cities with the best roads. In the course of the work, in addition to analyzing the general road transport situation in the regions, a number of surveys were conducted among residents - pedestrians and motorists - in all cities with a population of over 250 thousand people for satisfaction with federal and regional roads.

Which cities were honored to become the best in terms of the state of the roads - about this in our review.

1. Terrible

For a region where war was raging just a decade ago, road infrastructure has been restored in record time. And this is not just about repairing existing roads, but about comfortable highways and competent junctions that have become the hallmark of Chechnya.


On the balance sheet of the Ministry of Roads there are 330 public roads with a length of slightly more than 3 thousand kilometers, of which 1.7 thousand have asphalt concrete, another 1.1 thousand are gravel, and the rest are natural.

Construction or reconstruction of strategically important highways and bridges is carried out annually, providing interregional passenger and freight traffic flows.

2. Kazan

Launched in the capital of Tatarstan, the national project "Safe and High-Quality Roads" allows not only to increase the share of regional roads that meet the standards up to 50%, but also to repair at least 100 km of problematic sections of highways per year.

Each road repair work in Kazan undergoes strict quality control involving not only the customer's own laboratory, but also independent specialists from the Kazan State University of Architecture and Civil Engineering.

On the main streets and the backbone network of regional roads, a more durable and wear-resistant coating of an asphalt concrete mixture on a polymer-bitumen binder was used.

Besides, road services began to master the modern volumetric method of designing asphalt concrete mixtures.

The programs of the project are adjusted based on the applications of motorists submitted using the People's Control system or the Map of Dead Roads. Additionally, the project takes into account state programs for the improvement of parks and squares and plans for the repair of courtyards.

Thus, if you open the Kazan map of killed roads at the present time, you can see several problematic moments only outside the city or in the courtyards of residential buildings.

3.Moscow

The highways of the capital simply do not have the right to lose face in front of hundreds of thousands of tourists who come to enjoy the beauty of the ancient city. Even with the huge congestion of most Moscow roads, it is almost impossible to find defects in the form of potholes, poor coverage or lack of markings on them.

Any problems, be it a broken sidewalk or a hole in the road, are quickly resolved by submitting an application to the district council or the online services "Angry Citizen", "Dobrodel", "Map of Dead Roads". As practice shows, the problem is being considered and solved within a week.


The most serious problem of the capital's roads is not only increasing traffic jams, but also rutting. It is caused by high travel speed, studded tires, an increase in the power of cars, as well as the overall traffic load on the tracks. The regular increase in the total number of vehicles increases the load on the road surface, and neither the authorities nor the engineers see a solution to this problem.

4. Tyumen

In the city itself and its region, the authorities pay a lot of attention to the transport infrastructure, being actively involved in the construction and reconstruction of highways. This year, it was decided to increase the amount of funding for this industry by 1.5 times, covering annually up to 500 km of highways required for repair.

An analysis of the state of the road network showed that 61% of regional roads and 88% of local ones meet the standards. Therefore, the officials' immediate plans are to increase this indicator.

In recent years, 500 km of highways, 21 interchanges and 27 bridges have already been built and reconstructed, and construction will continue. Since 2017, the city has been taking part in the Safe and High-Quality Roads project, through which it has additional funding for road works.

Now in the region a lot of attention is paid to the repair and reconstruction of federal highways, which has already increased their standard state over the past 5 years from 35% to 81%.

5. Sochi

Large-scale road repair work was carried out for the Olympic Games, but local authorities do not want to stop there. For the current year, the road infrastructure plans include more than 60 objects in need of repair and reconstruction, which will require about 800 million rubles.

For 2019, it is planned to repair and overhaul 63 road facilities with a length of more than 83 kilometers and a total area of ​​almost 550 thousand square meters. The program includes work on two dozen Sochi streets, in the Adler and Khostinsky districts, as well as in Lazarevsky.

However, local residents and motorists are dissatisfied with the nature and quality of the work carried out. So, in the city, the patchwork continues, which has long shown its complete failure at significant costs for it.


In addition, there is still an abundance of unregulated intersections, poor storm sewers that impair traffic in bad weather, and traffic participants are not satisfied with the practice of turning off traffic lights.

Pedestrians, in turn, note the lack of underground and elevated crossings.

6. Naberezhnye Chelny

Truly large-scale road works in this city have been going on since 2015. Implementing the Safe and High-Quality Roads program, and at the same time the republican project “Repair of the road and street network”, the entire road and transport infrastructure began to be brought in line with regulatory requirements.

In the last 4 years alone, 8 billion rubles were spent on road works, thanks to which the quality of roads was brought to 70%.

Every year the road sector tries to reconstruct one central avenue, as well as one road in the industrial zone. Moreover, the repair is carried out in a comprehensive manner, taking care of the technical means of organizing traffic, and the arrangement of interchanges, stopping points and fences.

The nearest plans for the reconstruction of the Chelny roads include two dozen more stopping points with pockets, the installation of more than a thousand road signs, several new traffic lights, as well as the reconstruction of storm sewers.

7. Nizhnevartovsk

Nizhnevartovsk road workers have radically changed the approach to assessing the condition of roads and their further repair.With the assistance of a specialized organization, the diagnostics of the track is carried out, after which a decision is made on the compliance or non-compliance with its standards.

Surprisingly, the opinion of local residents regarding the quality of roads, obtained as a result of the survey, completely coincided with the conclusions of the experts.


At the same time, the contractors were tasked with delivering minimal inconvenience to citizens in the process of carrying out work, providing alternative routes in case of blocking sections of city roads. In addition, the engineers plan to actively introduce modern technologies, including more durable asphalt concrete that is resistant to rutting.

It is recommended to apply the markings using cold plastic, and make traffic in the city as light as possible.

In Nizhnevartovsk, from year to year, more and more emphasis is shifted to improving the road and transport infrastructure. So, in 2017, 260 million rubles were spent on these works, in 2018 - only 180 million rubles, while for 2019, as much as 450 million rubles were allocated.

Conclusion

An integrated approach to the modernization of the road network, including good coverage, creation of comfortable conditions for movement, adequate lighting, installation of fences, traffic lights and road signs, can improve road safety.

So, at the end of 2018, the accident rate on all Russian highways decreased by almost 5%, and the number of victims decreased by 4.8%.
